Inside Brussels - Alexander Mohr on steel for packaging in European policy discussions

2014 was another busy year for the European Commission, not least with the designation of 28 new commissioners who will oversee the Commission's political leadership during a 5-year term with a specific policy area designated by the Commission President.

Karmenu Vella is the new Commissioner for the Environment, Maritime Affairs and Fisheries taking over from Janez Potocnik. A regular contributor to the debates that concern steel for packaging, Potocnik leaves an important legacy – a heavy focus on resource efficiency and the circular economy, and the introduction of ambitious new waste targets in the framework of the Packaging and Packaging Waste Directive revision.

A Maltese citizen, Mr Vella has been a member of the Maltese Parliament for nearly 40 years, principally for Industry and Tourism. His credentials for the EU job are notably his experience in a government for whom sustainability and the protection of the environment is a key policy, and absolutely essential for a ministerial portfolio of tourism. He believes that protecting the environment and maintaining EU competitiveness go hand in hand, and this will make growth and investment more sustainable in the future than in the past. Though we are concerned that the European Commission has decided to drop the circular Economy package, we are looking forward to Mr Vella’s input in an equally, if not more, ambitious new package proposal.

Steel recycles forever

The  “Recycles Forever” identifier, recently released by Metal Packaging Europe, aims to help engage and educate consumers to better understand their role in keeping steel in a ‘forever loop’ by recycling their used packaging.

Efficient collection of used packaging remains an important consideration for the EU packaging sector. A lot of work is being done across Europe to boost the collection and recycling of all packaging including those consumed out of home and it is important that all schemes focus on keeping valuable resources in the material loop. It is reassuring to note that everyone from brand owners to consumers are becoming increasingly aware of issues such as recycling rates, supply chain performance and resource use.

APEAL is a firm believer in advocating respect for the environment and ensuring efficient collection and recovery schemes in order to drive greater recycling rates. In many European countries, well-established routes for collection and recovery have underpinned the leading recycling performance of steel for many years.

But exactly where does steel make the difference?

Steel will always have a natural advantage due to its magnetic qualities which make it easy and economic to sort and extract from any waste stream. All it takes is a magnet.

In addition, steel scrap is an inherent part of the production process for new steel, so every single steel plant is also a recycling plant. No need to invest in specific recycling plants to which scrap must be transported long distance. Steel scrap can be recycled locally across the EU, making a valuable contribution to regional economies.

Should any steel scrap be lost in the sorting process and sent for incineration, its inherent properties means that, unlike certain other metals, it is actually recovered from the bottom ash and sent for recycling.

And steel really does recycle forever; with no loss of quality no matter how many times it integrates a recycling process.

It is vital that consumers appreciate the environmental value of recycling their used packaging as this is an important link in the chain. Steel has really managed to close the material loop. Steel packaging only has to integrate a recovery stream for there to be no waste to dispose of and the savings are, quite literally, limitless.

Best steel packaging innovations of 2014

“Reduced wall thickness”, “stronger and cheaper”, “extra strong resistance features” and “work of art decoration” were the terms resonating from The Canmaker’s “Cans of the Year 2014” awards in October. Great to see steel picking up over two thirds of the awards and taking Gold in 12 out of 14 categories, including the Can of the Year title for a 3-piece drinks can, and the sustainability award.

Not content to stand out from the crowd, these innovations make you want to reach out and touch steel packaging like never before.

A three-piece welded tinplate can from the Fancy can category was named Can of the Year. Its detailed decoration and registered embossing was described by one judge as feeling “active”.

Steel also took gold spot in the 11 other categories:

A new President

Ulrich-Roeske

 

Dr Ulrich Roeske, Chairman of the Executive Board of ThyssenKrupp Rasselstein, will take over the presidency of APEAL from 1 January 2015. His nomination is in line with the biennial rotating presidency of APEAL, defined by the association’s statutes.

Dr Roeske was elected unanimously by the Board and General Assembly of APEAL and succeeds Christian Korn of U. S. Steel. He said: “Christian Korn has done a great job increasing the visibility and influence of APEAL”.

It is now my turn to maintain the momentum, expanding our network in Brussels and reinforcing APEAL as the reference for steel for packaging in Europe.
